ERE without a MID meter: when is an exclusive allocation point an exception?

A charge point without an integrated MID meter doesn’t normally qualify for ERE. We explain the narrow exception for an exclusive allocation point and when to call your grid operator.

A standard charge point without an integrated MID-certified meter doesn’t normally qualify for ERE. There is a narrow exception for what’s known as an “exclusive allocation point” - a separately allocated connection point - but that situation is specific and needs to be assessed by your grid operator or ERE provider, not assumed by you. This article explains the main rule and the exception using a decision tree.

The main rule: an integrated MID meter inside the charge point

For private individuals, in practice the charge point itself needs an integrated, MID-certified meter. This meter measures the electricity charged reliably and in a way that resists fraud, forming the basis for verifiable charging data filed with the NEa. A separate meter elsewhere, for example in the meter cupboard, does not count for private individuals. And from 1 January 2027 the remaining transition allowance for external meters disappears completely: only integrated MID meters will count from then on.

What is an “exclusive allocation point”?

An allocation point is, in short, the point in the grid’s metering and settlement infrastructure at which energy flows are separately assigned and settled. An “exclusive” allocation point means the charge point is connected to a connection that is allocated solely and separately for charging, apart from the regular household connection. In such a situation, the measurement at the allocation point itself can already form the verifiable basis normally required from an integrated MID meter inside the charge point.

This is a specific, technical exception that doesn’t automatically apply the moment you have “a separate meter”. Whether your situation qualifies depends on how the connection is registered with the grid operator and exactly what is measured there. We can’t assess that remotely; the grid operator and the ERE provider do that together.

Decision tree: might you qualify without an integrated MID meter?

Work through the following questions to see where your situation stands.

  1. Does your charge point have an integrated, MID-certified meter?
    • Yes → you meet the main condition. Move on to the other requirements: ownership of the connection, verifiable data and a charge point located in the Netherlands.
    • No → go to question 2.
  2. Are you currently using an external or separate MID meter, for example in the meter cupboard?
    • Yes, and it is currently before 1 January 2027 → possibly still eligible under the current transition arrangement, but this disappears completely on 1 January 2027. Plan replacement in good time.
    • Yes, but it is after 1 January 2027 → no longer counts. Go to question 3.
    • No, there is no MID meter at all → go to question 3.
  3. Is the charge point connected to a connection allocated solely and separately for charging - a possible exclusive allocation point?
    • Possibly yes → this may be an exception situation. Contact your grid operator and your ERE provider to have the connection assessed against this. This is never an automatic guarantee.
    • No, or you don’t know → then the main rule applies: without an integrated MID meter you don’t qualify in principle. Consider a charge point with an integrated meter.
  4. Do you own, or are you authorised for, the grid connection?
    • Yes → this part is in order.
    • No → arrange this first, for example in a rental situation or with a shared connection, before registration is possible.

When should you call your grid operator?

Contact your grid operator when:

  • you’re unsure whether your connection is an exclusive allocation point;
  • you have a non-standard connection situation, for example a charge-point connection that is separate from the regular home connection;
  • your ERE provider has already referred you to the grid operator for confirmation.

Your regional grid operator - for example Liander, Stedin or Enexis - can look up exactly how your connection is registered and whether it involves a separate allocation point. Your ERE provider then uses that confirmation to assess whether registration is possible.

Note: external meters disappear on 1 January 2027

Even if you currently still qualify with an external MID meter, that’s temporary. From 1 January 2027, a MID meter located outside the charge point no longer counts, whatever the rest of your situation looks like. If you have such a setup, plan for replacing the charge point well before that date, or look into whether an exclusive allocation point offers a way forward in your case, in good time.

What if you don’t qualify?

If neither the main rule nor the exception applies to your situation, in practice two options remain: install a charge point with an integrated MID meter, or have the situation reassessed later if your connection changes. In the meantime, compare providers so you’re ready as soon as your charge point does qualify, and do the charger check for a quick indication based on your current situation.
