ERE glossary

Every ERE term explained clearly: from MID meter and registration service provider to net proceeds and the REV. Short, factual and cross-linked to the knowledge base.

A

Annual obligation (reduction obligation)

The annual statutory CO2 reduction target for fuel suppliers.

The annual obligation, also called the reduction obligation, is the statutory target every fuel supplier must meet each year: a rising percentage of the energy they supply for transport must be renewable. Fuel suppliers demonstrate this with registered EREs. Because the target tightens every year, demand for EREs grows with it, which feeds through into the market price. For home chargers, the annual obligation therefore indirectly determines how much their charging behaviour is worth.

B

Biofuel (biobrandstof)

Liquid or gaseous fuel from biological sources, unlike home charging.

Biofuel (biobrandstof) is liquid or gaseous fuel made from biological feedstocks, such as used cooking oil, animal fats, agricultural crops or other organic residues. Within the ERE system, biofuels fall under the categories ERE-G, ERE-B, ERE-C and ERE-O, each with its own feedstock and emissions factor. For home charging this distinction doesn’t matter: electric charging falls under the separate ERE-E category, which is based on kWh and the grid’s renewable share, not on a feedstock.

C

Charge-point holder (laadpunthouder)

The owner or user of the connection who receives ERE.

A charge-point holder (laadpunthouder) is the private individual, business or owners’ association that owns the grid connection a charge point is attached to, and so qualifies for ERE payments. Owning the connection is a hard requirement: a tenant or lease driver is not automatically the charge-point holder and often needs to arrange this with the landlord, leasing company or association. At a fleet or shared charging hub, it’s usually whoever manages the charge point.

Charging session (laadsessie)

One measurable charging event, the basic unit for ERE registration.

A charging session (laadsessie) is one completed charge of an electric car at a charge point, with a start and end meter reading. For ERE, every charging session must be verifiable: the charge point or its platform logs the kWh delivered per session, often with a timestamp and vehicle. With several cars on one charge point, or a fleet, sessions are split by user or licence plate so the right kWh reaches the right volume.

Commission (commissie)

The percentage an ERE provider withholds from your proceeds.

Commission (commissie) is the percentage a registration service provider withholds from the gross ERE proceeds, as payment for registering, selling and paying out. For home chargers, commission generally ranges from 12% to 25%, sometimes falling as the contract runs longer, or with extra chain and acquisition costs on top of the stated percentage. Some providers use a fixed annual fee or a guaranteed price per kWh instead.

Contract term (contractduur)

The length of your agreement with an ERE provider.

Contract term (contractduur) is the length of the agreement between a charge-point holder and a registration service provider, typically 12 months, and with at least one provider running up to 24 months with a lock-in. Because an allocation point is registered exclusively with one provider, you can usually only switch once the contract ends - often around the calendar year change. Always check the notice period and whether the contract renews automatically before signing.

Correction and reserve (correctie/reservering)

Part of your proceeds that only becomes final later.

A correction or reserve (correctie/reservering) is a portion of the calculated ERE proceeds a provider temporarily withholds, for example until annual verification of the charging data is complete or the actual sale price is known. With some providers this can run up to 25% of the proceeds. Such a reserve isn’t a hidden cost in itself, but it does mean the final, definitive amount can differ from the first estimate you’re shown.

Emission reduction (CO2 reduction)

The avoided CO2 emissions underlying every ERE.

Emission reduction, also called CO2 reduction, is the cut in greenhouse gas emissions achieved when renewable energy replaces fossil fuel in transport, measured against a set fossil reference value. Every ERE represents exactly 1 kg of avoided CO2 emissions. Fuel suppliers must make a growing share of the energy they supply renewable under their annual obligation; EREs are the evidence of realised emission reduction they use to demonstrate compliance to the NEa.

Energy for Transport Regulation (Energie voor Vervoer)

The law that governs the entire ERE system.

The Energie voor Vervoer Regulation is the Dutch legislation governing the ERE system: from the reduction obligation for fuel suppliers to the exact formula for converting grid electricity into EREs (article 11, with the factor 0.33269 ERE per kWh). The NEa implements this regulation through the Register Energie voor Vervoer. Changes to the regulation - such as stricter MID meter requirements from 2027 - feed straight through into what home chargers can and cannot register.

ERE (Emission Reduction Unit)

1 ERE equals 1 kg of avoided CO2.

ERE stands for Emission Reduction Unit, the tradable unit the Netherlands uses to administer renewable energy for transport. One ERE equals 1 kg of avoided CO2 compared with the fossil reference value. Since 1 January 2026 ERE replaced the old HBE (1 HBE equalled 46 ERE at the transition). Fuel suppliers with a reduction obligation buy EREs, including from home chargers, via a registration service provider who files them with the Register Energie voor Vervoer.

ERE market price

The current price per ERE, set by supply and demand.

The ERE market price is the current price per traded ERE, set by supply and demand between fuel suppliers and ERE providers. In September 2026 it stood at around €0.31 per ERE, with a published range of €0.21 to €0.41. The NEa does not set this price and only publishes the register. Because the price fluctuates and can differ by source, it is an indication, not a guarantee of what you will receive per ERE.

ERE-E (ERE-Electricity)

The ERE category for electricity, and so for home charging.

ERE-E is the category for electricity within the ERE system, alongside five categories for liquid or gaseous biofuels (including ERE-G). For home charging, ERE-E is the only relevant category: these EREs are created when a charge point passes registered kWh to a registration service provider, who files them with the Register Energie voor Vervoer. The calculation uses kWh, the grid’s renewable share and a fixed CO2 factor, unlike fuel categories, which start from a feedstock.

ERE-G (Advanced)

The ERE category for advanced biofuel, not for home charging.

ERE-G is the ERE category created by registering liquid or gaseous advanced biofuel. This category matters to fuel producers and filling stations, not to someone charging an electric car at home: home charging falls under the separate ERE-E category instead. ERE-G is one of five fuel categories alongside ERE-R, ERE-B, ERE-C and ERE-O, which together make up the liquid and gaseous side of the ERE system.

Exclusive allocation point

Your charge-point connection may be registered with only one provider.

An allocation point is the unique point - in practice your charge-point connection - to which registered charging data is assigned in the Register Energie voor Vervoer. That allocation point must be registered exclusively with one registration service provider: you cannot register the same charge point with two providers at once. To switch, the point must first be released by the old provider before a new one can register it, around the calendar year change.

Fuel supplier (brandstofleverancier)

The buyer of EREs, driven by a statutory reduction obligation.

A fuel supplier (brandstofleverancier) is a company that places fuel on the Dutch market, such as an oil company or filling-station chain, and therefore carries a statutory reduction obligation under the Energy for Transport Regulation. To demonstrate compliance, fuel suppliers buy EREs - including EREs generated by home chargers - and register them with the NEa. They form the demand side of the ERE market; their combined demand influences the market price per ERE.

G

Grid connection (netaansluiting)

The physical grid connection; ownership of it is an ERE requirement.

A grid connection (netaansluiting) is the physical link between a property and the electricity grid, identified by a unique EAN number. For ERE, owning the grid connection is a hard requirement: only the owner of the connection - not necessarily the resident - can register as a charge-point holder with a registration service provider. When moving house, renting or dealing with a second home, this is often the first thing to check before registering EREs.

Grid electricity (netstroom)

Electricity from the public grid, the basis for the ERE calculation.

Grid electricity (netstroom) is electricity supplied via the public electricity grid, as opposed to, for example, power coming directly from your own solar panels. For home charging, grid electricity is the basis of the statutory conversion into EREs: every kWh of grid electricity delivered produces 0.33269 ERE, via the grid’s renewable share (0.505 in 2026), 183 g CO2/MJ and 3.6 MJ/kWh. That works out to roughly 1 ERE per 3 kWh charged.

Grid operator (netbeheerder)

The grid operator that uses charging data, not the ERE payer.

A grid operator (netbeheerder) is the company that builds and maintains the regional electricity grid, such as Liander, Stedin or Enexis, and that manages the connection between your charge point and the grid. Grid operators use some of the charging data the ERE system makes verifiable, partly to green and plan the grid. The grid operator does not pay your ERE reward, though - your registration service provider does.

Gross proceeds (bruto-opbrengst)

The proceeds before commission or fees are deducted.

Gross proceeds (bruto-opbrengst) is the total amount the sale of your EREs generates, before the registration service provider withholds commission, a fixed fee or other costs. It is calculated as the number of EREs multiplied by the market price per ERE at the time of sale. Gross proceeds hint at the potential value of your charging data, but say little about what you actually receive - net proceeds is the number that matters.

H

HBE (Renewable Fuel Unit)

The predecessor of ERE, replaced on 1 January 2026.

HBE (Renewable Fuel Unit) was the unit the Netherlands used to administer renewable energy for transport before ERE was introduced. From 1 January 2026 the HBE system was replaced by the ERE system, with a fixed transition ratio of 1 HBE to 46 ERE. The underlying idea stayed the same: fuel suppliers with a reduction obligation buy units representing renewable energy, including energy supplied through home charging, to meet their statutory targets.

Home charging (thuisladen)

Charging your EV at your own connection, the basis for ERE-E.

Home charging (thuisladen) is charging an electric car at a charge point on your own grid connection, rather than on the road or at work. Since ERE was introduced, home charging can earn a reward: the grid electricity delivered is converted into ERE-E and sold to fuel suppliers through a registration service provider. Requirements include an integrated MID meter, verifiable per-session charging data, ownership of the connection and a location in the Netherlands.

K

kWh (kilowatt-hour)

The unit of energy the ERE payment is based on.

A kilowatt-hour (kWh) is the standard unit of electricity consumption and the basis of every ERE calculation: under the statutory formula, each kWh of grid electricity charged produces 0.33269 ERE, or roughly 1 ERE per 3 kWh. An average electric car uses about 15-20 kWh per 100 km, so 4,000 kWh a year - a common reference volume - equals around 1,330 ERE. How many kWh count depends on what the MID meter records.

M

MID meter

The certified meter required for reliable charging data.

A MID meter is a meter that complies with the European Measuring Instruments Directive and accurately records consumption. For ERE, an integrated, MID-certified meter built into the charge point is a core requirement, alongside verifiable per-session data, ownership of the connection and a location in the Netherlands. From 1 January 2027, separate external MID meters will no longer be accepted; only meters integrated into the charge point will then count for registration.

N

NEa (Netherlands Emissions Authority)

The regulator that runs the ERE register, not a price-setter.

The NEa (Netherlands Emissions Authority) is the government body that runs the ERE system, including the Register Energie voor Vervoer (REV). The NEa checks whether fuel suppliers meet their reduction obligation and whether registration service providers register correctly, but it does not set the ERE price itself; that is determined by supply and demand. Importantly, appearing on an NEa list is not a quality mark or approval of a provider, only a system registration.

Net proceeds (netto-opbrengst)

What you keep after commission or fees are deducted.

Net proceeds (netto-opbrengst) is the amount a home charger actually receives after the registration service provider deducts commission, a fixed annual fee or other costs from the gross proceeds. Because commission rates, fixed fees and any reserves vary widely between providers, net proceeds can differ substantially even for the same number of kWh. Always compare estimated net proceeds, not just the commission percentage, to compare providers fairly.

P

Payout (uitbetaling)

The moment your provider transfers your ERE proceeds.

Payout (uitbetaling) is the moment a registration service provider actually transfers the net proceeds of sold EREs to the charge-point holder. Frequency varies widely by provider: some pay quarterly, others annually - often only at the end of Q1 of the following year - and others only after the EREs have actually been sold or verified. When comparing providers, payout frequency therefore matters just as much as the commission percentage.

R

Registration service provider (inboekdienstverlener)

The ERE provider that registers your energy with the NEa.

A registration service provider (inboekdienstverlener) is a company that registers renewable energy with the Register Energie voor Vervoer on behalf of private individuals, business charge-point holders or owners’ associations. Private individuals cannot register directly with the NEa; a registration service provider, also called an ERE provider, is required. This party collects verifiable charging data, files it, sells the resulting EREs to fuel suppliers and pays out net proceeds after deducting commission or a fixed fee.

REV (Register Energie voor Vervoer)

The NEa register in which all ERE transactions are recorded.

The REV (Register Energie voor Vervoer) is the NEa’s central system in which registration service providers register renewable energy and in which the corresponding EREs are created and traded. Every eligible charging session is ultimately registered in the REV through a registration service provider. From October 2026 the NEa will show a register of actual REV account holders instead of a self-reported list, giving more certainty about who is genuinely active.

RFNBO

A renewable fuel of non-biological origin, such as green hydrogen.

RFNBO stands for Renewable Fuel of Non-Biological Origin: a renewable fuel not derived from biomass, such as green hydrogen produced using renewable electricity. Within the ERE system, RFNBOs get their own category, ERE-R, separate from the four biofuel categories and from ERE-E for electricity. There is also RARE, a reduction unit created when RFNBOs are used in producing bio- or fossil fuel. RFNBO is not relevant to home charging.

S

Self-billing

A billing method where the provider invoices on your behalf.

Self-billing is a billing method in which the registration service provider, rather than the charge-point holder, draws up the invoice for the sold EREs on the holder’s behalf. This is common in the ERE market because private individuals often aren’t VAT-registered businesses, and the exact sale price per ERE is only known afterwards. The provider then sends a self-billing invoice or annual statement along with the payout, so the proceeds are properly documented.

V

Vehicle fleet (wagenpark)

Multiple company vehicles charging at one or more charge points.

A vehicle fleet (wagenpark) is a collection of company vehicles, often with associated charge points at the business site or a shared charging hub. For ERE, every charging session must be verifiable per vehicle or driver, so the right kWh reaches the right registered volume, much like a hub with several cars on one charge point. Business charge-point holders with a fleet often use a specialised provider that can handle larger volumes and more users.

Verifiable charging data

Auditable per-session kWh data, required for ERE registration.

Verifiable charging data is per-session kWh data that can be demonstrably trusted, typically coming from an integrated MID meter and logged with a timestamp and meter reading. This requirement is one of the core conditions for ERE, alongside connection ownership and an integrated meter: without verifiable data, a registration service provider cannot file a charging session with the Register Energie voor Vervoer. Missing or incomplete sessions cost you proceeds directly, so check them periodically.

VvE (owners’ association)

An association of apartment owners, relevant for shared charging hubs.

A VvE (Vereniging van Eigenaars, or owners’ association) is the association of apartment owners responsible for shared facilities, often including a shared charging hub at an apartment building. With ERE, the complexity lies in attributing charging sessions per resident and determining who counts as the charge-point holder: the VvE as a whole, or individual owners. An integrated MID meter per charge point and clear record-keeping matter even more here, to divide proceeds fairly.
