How it works

Short quotations from the regulation and the NEa. The quotations are in Dutch, as published.

Article 9(8)

In force from 20 June 2026, read on 11 October 2026. The amendment is in Staatscourant 2026, 15748.

Regeling energie vervoer, BWBR0041050, art. 9 lid 8

Explanatory note: no switch inside the year

9 lid 8

NEa: one provider per year

„Een particulier mag per kalenderjaar maar één inboekdienstverlener aanstellen en één adres of EAN-code mag maar door één inboekdienstverlener worden geregistreerd per kalenderjaar. Voor particulieren dient per individuele EAN-code een machtiging te worden afgegeven.”

NEa, Inboekdienstverleners

NEa: full calendar years

„De machtiging wordt altijd in volledige kalenderjaren afgegeven. Dat betekent dat de machtiging altijd loopt van 1 januari tot 31 december. De machtiging mag niet stilzwijgend worden verlengd.”

The same page says the mandate can cover one or more full calendar years. A multi-year mandate is allowed. The words "niet stilzwijgend" are the NEa's explanation, not a sentence in article 9(8). The regulation itself requires the duration to be stated in calendar years.

NEa, Inboekdienstverleners

Leaflet for private customers

„u kunt zich bij één inboekdienstverlener tegelijk aanmelden; u sluit het contract af voor minimaal één heel kalenderjaar; overstappen tijden het jaar kan niet, het contract loopt dus altijd tot en met 31 december.”

"Tijden" is printed that way on the page.

NEa, Inboeken elektriciteit particulieren, 2 februari 2026

Booking until 1 March

„U heeft tot 1 maart van het volgende jaar om leveringen van hernieuwbare energie aan vervoer te registeren.”

The same FAQ says: "Vanaf 1 maart is het niet meer mogelijk om leveringen van het voorgaande kalenderjaar in te boeken." 2026 kWh stay with the provider who holds a mandate for 2026. A mandate for 2027 does not move those kWh. Whether you are then paid is the contract. The NEa does not pay the household.

NEa, Vraag en antwoord, Register Energie voor Vervoer

1 March and 1 April

„Ondernemingen kunnen leveringen gedaan in jaar X inboeken tot 1 maart van jaar X+1. Voor 1 april moet elke inboeker over een inboekverificatieverklaring beschikken. Op 1 april vindt de jaarafsluiting plaats.”

NEa, Inboeken elektriciteit

Open conflict with the step-by-step guide

„tot en met 26 feb 2027”

The step-by-step guide of 1 June 2026 gives booking "tot en met 26 feb 2027" and verification "vóór 1 mei" for 2026. The electricity page and the REV FAQ use 1 March and 1 April. Which calendar the 2026 provider must meet was not settled by a later NEa page found on 11 October 2026. We do not use this guide as the rule.

NEa, Stappenplan inboekdienstverlener, 1 juni 2026

No filing date for your mandate

„De emissieautoriteit neemt rekeningaanvragen voor een rekening met inboekfaciliteit of alleen overboekfaciliteit in behandeling tot en met 15 december van een kalenderjaar waarover een onderneming wenst in te boeken of over te boeken.”

No consumer date was found by which a household must have filed a 2027 mandate. Article 21(4) is about the provider's account. Notice dates in contracts (often 30 November or one month) are agreements with the provider, so the old mandate does not still cover 1 January. They are not an NEa filing date.

Pitfalls

One EAN, one provider, the whole calendar year

The NEa page says you may appoint only one registration provider per calendar year, and that one address or EAN may be registered by only one provider. The explanatory note to article 9(8) says the same for the same person at the same connection, "om dubbele inboekingen te voorkomen". The NEa can see that in the REV.

„Als toch blijkt dat twee partijen proberen op dezelfde aansluiting in te boeken, vormt dit een signaal voor handhaving (inspectie door NEa).”

Vattenfall, algemene voorwaarden ERE (02-2026)

A second mandate does not take over this year's kWh

Article 9(8) ties the mandate to the electricity of that calendar year. Joulo says that after a direct end, nobody else may book that EAN in the same calendar year. Fluctis, Hey and DIC say the same on their programme pages: if you cancel during the year you cannot register with another party, because the NEa allows only one provider. 50five (art. 7.3) forbids a switch during a vergoedingsjaar for the same EAN.

„Laadsessies na die datum in hetzelfde kalenderjaar kan geen andere inboekdienstverlener voor die EAN-code inboeken.”

Joulo, voorwaarden art. 10.6, zoals toegepast in art. 10.3

„Overstappen naar een andere inboekdienstverlener is niet mogelijk gedurende een lopend Kalenderjaar.”

Laadbalans, voorwaarden art. 12

Someone else may already have registered the EAN

Laadbalans requires you to warrant that no other provider holds a mandate for the same connection and year, and to report it immediately if one appears "al dan niet onbedoeld, bijvoorbeeld via een leasemaatschappij of laadpaalleverancier". No NEa page was found that describes a household procedure to release an EAN by 31 December. The REV check is a control after the fact, not a release button.

The charger has to be linked again

Stekker: "Geef Stekker een machtiging" and then "Koppel je laadpaal aan Stekker. Stekker leest direct uit de laadpaal." Joulo: "Koppel je laadstation één keer. Wij boeken elke laadsessie in." Tap: register with the email address of the Tap account, then register the charger including the meter number. Vattenfall's cashback assumes the home charger is connected in its own environment and the charging subscription stays active. If that subscription fails, those kWh are not booked. GridCredits art. 11: you record the connection and the charger in the Joulo account, not only with GridCredits.

A contract notice and an NEa year are not the same date

Joulo's Overstappen page says so in its own words. Stekker art. 9.2 is the concrete version: a cancellation received by 31 December ends the contract at year-end, but a switch on 1 January needs the cancellation by 30 November.

„Opzeggen is iets anders dan overstappen. Twee regels lopen naast elkaar.

Joulo, Overstappen

„Per aansluiting (EAN) boekt één inboekdienstverlener per kalenderjaar in.

Stekker, art. 9.2

Minimum terms that still cover 2027

From the clauses above: Laadpremie's first period runs through the end of the next calendar year. Mobilitics has a minimum of three calendar years. 50five's 2- and 3-year choice runs through a later 31 December (the PDF's own example of two years signed in 2026 ends on 31 December 2027) and an early exit costs € 75 per remaining year. Laadbalans's 3- and 5-year options cannot be ended early. Groen-laden's 2026 and 2027 package names both years. Tap's FAQ allows a move only after the signed term of 1, 2 or 3 years. A one-year contract that ends on 31 December 2026 is a different case: Xolvere, PowerD, a 50five one-year term, a Vattenfall 2026 programme year and EreDirect's 2026 mandate end without a cancellation, if you do not sign again.

Cancelling can wipe out this year's money

Inboekdienst art. 8.4: on termination the right to payout of EREs already booked or traded lapses. Vattenfall art. 8: cancellation during the programme year forfeits that year's Thuislaadcashback. PowerFlow art. 12.5 pays, after a customer cancellation, only EREs already definitively booked and traded.

Open

What we could not establish

These points were still open on 11 October 2026. We do not fill them in.

  1. The NEa's own dates for closing 2026 do not match. The electricity page and the REV FAQ use 1 March (last booking) and 1 April (verification statement and year close). The step-by-step guide of 1 June 2026 uses 26 February 2027 and verification before 1 May. Which calendar the 2026 provider must meet was not settled by a later NEa page found on 11 October 2026.
  2. No NEa page states a date by which a household must have a 2027 mandate on file. Article 21(4) and the 15 December stop concern the provider's account application. Whether a provider that already has a REV account can still accept a consumer mandate in the last days of December is not stated.
  3. The Inboekdienstverleners page still says, on 11 October 2026: "Het is op dit moment nog niet mogelijk om een rekening aan te vragen in het REV. Dit kan naar verwachting vanaf eind juni 2026." That sentence cannot be reconciled with the June step-by-step guide or with the date of this check.
  4. The regulation does not say what happens to kWh after a commercial cancellation that ends the mandate by 31 December. Joulo says nobody else may book them. Other contracts say the old provider keeps booking until 31 December. The NEa leaflet only says you cannot switch during the year.
  5. Four providers publish two clocks. Inboekdienst: homepage two years and one month, terms one year, tacit renewal, and forfeiture of the payout on exit. Energieluitjes: web terms six weeks at year-end, mandate one month and a 30 November cut-off. DIC: programme page three months, mandate one month for consumers. ERE DC: homepage 1, 3 or 5 years, general terms indefinite and immediate cancellation. The terms and the mandate should be read together. This check cannot say which a court would prefer.
  6. These public terms could not be read on 11 October 2026, so older notes were not treated as current: Lekkerladen (empty terms page), Earnergy (PDF without extractable text), Den Hartog (empty portal), Laadkompas (empty shells), LaadVerdien (shell without clauses), Even Laden (service annex without a term), Eneco eMobility (no terms), CAPAXX (no ERE term), Renewable Energy Solutions (no ERE term). PowerFlow's art. 12 states no customer notice date for stopping the first renewal. Zonneplan's exact number of years is only in the app. Frank Energie's news article does not contain Joulo's cancellation clause.
  7. A customer who signed a multi-year contract in 2026 cannot read a universal "cancel by 30 November 2026" off the NEa pages. For Laadpremie, Mobilitics, 50five (2 or 3 years), Laadbalans (3 or 5 years), Groen-laden (2026 and 2027) and Tap (2 or 3 years), 1 January 2027 is still inside the published minimum.

Do

How you switch

  1. Check your contract and the deadline

Look in your contract and in the table for the moment that applies to your provider. A date labelled as calculated is our sum from the notice period, not a date the provider prints.

  2. Cancel in writing and keep the confirmation

Send the cancellation the way the terms name, and keep the reply.

  3. Sign the new mandate for 2027 only

A mandate covers whole calendar years. The 2027 mandate lets the new provider book from 1 January. It does not move 2026 kWh.

  4. Link your charger again

The new provider reads sessions only once the charger is linked with that provider. How that works differs per provider.

  5. Check in January that the new provider books

One party books per EAN per calendar year. In January, check that the new provider is taking the 2027 sessions.

Questions

Frequently asked questions

Can I switch to another ERE provider before 1 January 2027?

No. There is one registration provider per EAN per calendar year. Article 9(8) of the Regeling energie vervoer and the NEa rule out a switch during the year. A new mandate, with a duration in calendar years, lets another provider book from 1 January.

By when do I have to cancel?

Your contract decides. Many contracts need notice by 30 November. Some multi-year contracts still cover 2027. No NEa date was found by which you must have filed the 2027 mandate. Article 21(4) and the stop between 15 December and 1 April are about the provider's account.

What happens to the kWh I charged in 2026?

They stay with the provider who holds a mandate for 2026. A mandate for 2027 does not move them. That provider can still enter them until 1 March 2027, according to the REV FAQ and the Inboeken elektriciteit page. A booking verification statement is required before 1 April, and the year closes on 1 April. The step-by-step guide of 1 June 2026 says 26 February 2027 and verification before 1 May. That conflict is not settled. Whether you are paid is your contract. The NEa does not pay the household.

Do I have to cancel if my contract ends by itself on 31 December?

Not always. Xolvere, PowerD, a 50five one-year term, a Vattenfall 2026 programme year and EreDirect's 2026 mandate end without a cancellation, if you do not sign again. Some of the other contracts renew tacitly until you cancel. Check your provider in the table.

Can I have two providers in the same year?

No. The explanatory note to article 9(8) and the NEa say the same connection may not use several registration providers in one calendar year. Joulo says that after a direct end, nobody else may book that EAN in the same calendar year.

Is 30 November an NEa deadline?

No. The NEa does not state notice dates. Those are in your contract, as Joulo also writes. Stekker states 30 November so the registration switch can be processed at the NEa in time. A Stekker cancellation received by 31 December still ends the contract at year-end. At other providers, 30 November is our calculation from a one-month notice period. We label that date as calculated.

What if the website and the terms disagree?

We show both texts and do not choose. That applies to Inboekdienst, Energieluitjes, DIC Laadsystemen and ERE DC. Which document a court would prefer is not settled.

Can you register two chargers with two providers?

No. The leaflet of 2 February 2026 says you sign up with one registration provider at a time, for at least one full calendar year, and that you cannot switch during the year. The Inboekdienstverleners page, read on 15 October 2026, says one address or EAN code may be registered by one provider per calendar year, and that a mandate is required per individual EAN. Two chargers on the same connection fall under that one provider. Several cars on one charger are a different question: the ERE is measured at the charger. For a company the mandate is per company. kWh from 2026 stay with the 2026 mandate.

What if you could not read the terms?

Then that provider says: not found in the public terms, with the link we tried. On 11 October 2026 that was Lekkerladen, Earnergy, Den Hartog, Laadkompas, LaadVerdien, Even Laden, Eneco eMobility, CAPAXX and Renewable Energy Solutions. Check your own contract.

This is not legal advice. The text reports what public terms and the NEa pages said on 11 October 2026. Your contract can differ.
